SWEDD Project: Building Capacity of Three Public Health Institutions to become Regional Centers of Excellence

Ivoiry Coast hosted from April 16 to 20, 2018, the workshop on the excellence centers modalities for the Master in Nursing and Obstetrics Sciences, under the chairmanship of the Deputy Director General of Ivoiry Coast Ministry of Health and representatives of: Regional Director of the United Nations Population Fund (UNFPA), Director-General of the West African Health Organization (WAHO), health ministries of SWEDD countries and experts in health and population and pedagogy.

The implementation of regional centers of excellence responds to one of the major challenges of the region countries: the lack of quality health care, especially for the mother-child couple. Indeed, further reducing maternal and child mortality, and providing quality services, requires not only infrastructure and equipment that meet international standards, but above all, qualified health personnel capable of preventing unwanted pregnancies and providing care for women. during pregnancies and deliveries, to avoid complications and to intervene in time, if necessary.

The SWEDD project supports midwifery training institutions to improve quality and increase the number of midwives and other staff involved in reproductive, maternal, newborn, child and nutritional health (SRMNIN). Three institutions, ENSP Niamey, INFAS Côte d'Ivoire, and INFSS Mali, were selected to benefit from capacity building and to host the Masters in Nursing and Obstetrics Sciences.

This workshop, organized by WAHO and UNFPA, is part of the activities of the Women's Empowerment and Demographic Dividend in the Sahel (SWEDD) project, a regional initiative involving six member countries, Burkina Faso, Ivory Coast, Mali, Mauritania, Niger and Chad. The main purpose of the SWEDD project is to accelerate the demographic transition and reduce gender inequalities in the Sahel.

Le Bureau régional de l’UNFPA pour l’Afrique de l’ouest et du centre, a organisé du 7 au 9 mai 2018 à Conakry, en République de Guinée une conférence sur le thème : « culture, communication et dividende démographique ». Cette rencontre a réuni une centaine de communicateurs traditionnels issus de sept pays de la région ainsi que les représentants des ministères de la culture pour échanger autour de leur contribution à la capture du dividende démographique.

Conakry, Guinea - 10 May, 2018: The United Nations Population Fund (UNFPA) West and Central Africa Regional Office (WCARO) organized a conference on "Culture, Communication and Demographic Dividend" from 7 to 9 May 2018 in Conakry, Republic of Guinea. The conference brought together over a hundred traditional leaders from seven countries in the region as well as representatives of ministries of culture to discuss their contribution to harness the demographic dividend.

Lake Chad, UNFPA relieves plight of suffering inhabitants

In Lake Chad, three islands were completely left behind due to abuses perpetrated by the Boko Haram sect. These are Selia, Ngalamia and Gomirom-Doumou. To remedy this situation, UNFPA Chad deployed a medical infrastructure to help the inhabitants of this area.

With an estimated total population of 9,862 inhabitants, including 2,146 women of childbearing age, these islands are characterized by a complete lack of trained health personnel, combined with dysfunctional health facilities. Access to the nearest health centers is extremely challenging given the lack of adequate means of transport to these islands.

To relieve the suffering of the inhabitants of these islands, UNFPA is in partnership with an NGO, the Humanitarian Initiative for Local Development (IHDL) to enable people to access reproductive health services.

The strategies used are aimed at strengthening the supply of quality sexual and reproductive health services through the installation of three tents of 72 m², the recruitment of six midwives and the supply of reproductive health products. These strategies are also aimed at increasing mobilization and strengthening community involvement through traditional and religious leaders.

Providing sexual and reproductive health services to refugees, displaced people and host populations

Through its field office in Baga Sola, UNFPA provides reproductive health services to refugees in the Dar es Salaam camp, internally displaced persons and host populations. Fifteen midwives were recruited and deployed in addition to equipment and supplies of SR products in health facilities.

Ensuring the protection of vulnerable people

A multifunctional center for the care of survivors of gender-based violence is open in Bol (Regional headquarter). The center provides psychosocial, medical, security, legal aid and legal assistance services to survivors of GBV.

A partnership with the Association of Women Lawyers of Chad (AFJT) for prevention and psychosocial care was established and medical staff recruited and assigned to the center for medical care. The Ministry of Justice has also assigned staff for legal aid and legal assistance for survivors of GBV.

The results obtained: The interventions made it possible to save people's lives

8,810 pregnant women benefited from prenatal consultations including 5,857 cases in CPN1

2,556 deliveries were attended by qualified personnel

1,799 new women of reproductive age have accepted the use of modern contraceptive methods

624 reported GBV survivors received assistance, 578 of whom received psychosocial care, 210 received medical assistance and 165 received legal aid.

Lac Tchad, les efforts de l’UNFPA pour toucher les laissés pour compte

Pour remédier à cette situation, le Bureau pays du Tchad a déployé une infrastructure médicale afin de venir en aide à aux habitants de cette zone.

D’une population totale estimée à 9 862 habitants dont 2 146 femmes en âge de procréer, ces îles sont caractérisées par une absence totale de personnel de santé formé, mais aussi d’établissements sanitaires fonctionnels. L’accès aux centres de santé les plus proches sont très difficiles à cause de leur position insulaire et par manque de moyen de locomotion adéquat (Horbord, par exemple).

Pour soulager les souffrances des habitants de ces îles, l’UNFPA a signé un partenariat avec l’ONG Initiative Humanitaire pour le Développement Local (IHDL) afin de permettre aux populations d’avoir accès aux services de santé reproductive.

Les stratégies utilisées visent le renforcement de l’offre des services de santé sexuelle et reproductive du point de vue qualitatif par l’installation de 3 tentes de 72 m², le recrutement de 6 sages-femmes et l’approvisionnement en produits de la SR et kits mais aussi le renforcement de la mobilisation et l’engagement communautaire à travers les chefs traditionnels et religieux ainsi que les relais communautaires.

Offre de services de SR sur la terre ferme (Réfugiés, personnes déplacées et populations hôtes)

A travers son antenne à Baga Sola, le bureau offre des services de santé de la reproduction aux réfugiés dans le camp de Dar Es Salam, aux personnes déplacées internes et aux populations hôtes. 15 sages-femmes et maïeuticiens ont été recrutés et déployés en plus de l’équipement et de l’approvisionnement en produits SR dans les structures sanitaires.

Assurer la protection des personnes vulnérables

Un centre multifonctionnel pour la prise en charge des survivantes de violences basées sur le genre est ouvert à Bol (Chef de la Région). Le centre offre les services de prise en charge psychosociale, médicale, sécuritaire, l’aide juridique et l’assistance judiciaire des survivantes de VBG.

Un partenariat avec l’Association des Femmes Juristes du Tchad (AFJT) pour la prévention et la prise en charge psychosociale a été noué et du personnel médical recruté et affecté au centre pour la prise en charge médicale. Le Ministère de la Justice a également affecté du personnel pour l’aide juridique et l’assistance judiciaire des survivantes de VBG.

Les résultats obtenus : Les interventions ont permis de sauver la vie des populations

8 810 femmes enceintes ont bénéficié de consultations prénatales dont 5 857 cas en CPN1

2 556 accouchements ont été assistés par du personnel qualifié

1 799 nouvelles femmes en âge de procréer ont accepté l’utilisation des méthodes contraceptives modernes

624 survivantes de VBG notifiées ont reçu une assistance dont 578 ont reçu une prise en charge psycho sociale, 210 cas ont bénéficié de l’aide médicale et 165 de l’aide juridique
